British Columbia Holds Third Entrepreneur Immigration Draw of 2025

April 21, 2025 — British Columbia has issued a new round of Invitations to Apply (ITAs) to entrepreneurs through its Provincial Nominee Program (PNP), marking the province’s third Base Stream draw of the year aimed at business immigration candidates.

The April 15 draw under the Entrepreneur Immigration – Base Stream issued a total of five invitations. The cut-off score for this draw was 115, indicating the minimum number of points needed for consideration.

Eligibility Requirements for the Entrepreneur Base Stream

To qualify under the BC PNP Entrepreneur Immigration – Base Stream, foreign nationals must propose either a new business or the purchase of an existing business in British Columbia that will positively contribute to the province’s economy.

Minimum eligibility criteria include:

• Registration score of at least 115 points
• Net worth of at least $600,000
• Minimum investment of $200,000 in the business
• Ownership of at least one-third of the business, or $1 million in equity investment
• Canadian Language Benchmark (CLB) 4 or higher
• Two-year post-secondary diploma or equivalent work experience:
  • 3 years as a business owner-manager,
  • 4 years as a senior business manager, or
  • A combination of 1 year as an owner-manager and 2 years as a senior manager

In addition, candidates must demonstrate that the business will create at least one full-time job for a Canadian citizen or permanent resident in B.C.
