Quebec Limits Invitations Under Skilled Worker Program to Boost Diversity

Starting October 9, 2024, Quebec will limit the number of invitations issued under the Regular Skilled Worker Program (PRTQ) to a maximum of 25% from any single country. The new policy, announced by Immigration Minister Jean François Roberge, aims to enhance the diversity of economic immigrants by addressing a decline in the variety of national origins observed in 2024 applications.

  • Duration: The policy will be in effect from October 9, 2024, to October 9, 2025.
  • Draws Affected: For each draw conducted by Quebec's immigration ministry, the proportion of invitations extended to candidates from any one country will be capped at 25%.
  • Program Impact: This limitation currently applies only to the PRTQ, but may be extended to the upcoming Skilled Worker Selection Program in the future.
