Quebec Reopens 3 Immigration Pilot Programs for Skilled Workers

On January 13, 2025, Quebec reopened three permanent immigration pilot programs to address labor shortages in specific sectors. Successful applicants will receive Canadian permanent residence (PR). These programs are aimed at attracting skilled workers to key industries and are set to accept 600 applications for each of the PP TA and PP PAB programs until December 31, 2025.

1. Permanent Immigration Pilot Program for Food Processing Workers (PP TA)

• Eligible Sectors: Food and Beverage Manufacturing
• Work Experience: 24 months of full-time work in Quebec (within the past 36 months)
• Language: French proficiency (Level 7)
• Deadline for Applications: December 31, 2025

2. Permanent Immigration Pilot Program for Beneficiary Attendants (PP PAB)

• Eligible Occupations: Beneficiary attendants (CNP 33102)
• Work Experience: 12 months of full-time experience in Quebec, or 24 months combined in healthcare and beneficiary attending
• Language: French proficiency (Level 7)
• Deadline for Applications: December 31, 2025

3. Permanent Immigration Pilot Program for AI, IT, and Visual Effects Workers (PP IA/TI-EV)

• Components: Artificial Intelligence (AI) and Information Technology & Visual Effects (ITVE)
• Eligibility for AI component: 24 months of full-time work experience in AI, OR a master's/PhD from Quebec
• Eligibility for ITVE component: 24 months of work experience in IT or visual effects
• Language: French proficiency (Level 7)
• Deadline for Applications: December 31, 2025
