New Brunswick Provincial Nominee Program


The New Brunswick Provincial Nominee program (NBPNP) selects and nominates foreign skilled workers and qualified businesspersons to reside and work in New Brunswick. If you want to qualify for permanent residency under the New Brunswick Provincial Nominee Program, you would need to apply under one of the following streams, depending on your eligibility:

  1. Express Entry Labour Market Stream

    This stream uses the federal express entry selection system and makes selections based on the province’s specific labour market and demographic needs.  An expression of interest is required for this stream.

  2. Skilled Workers with Employer Support

    This stream is for applicants who have received a full-time permanent job offer from a New Brunswick employer.

  3. Business Applicants:
    1. Post Graduate Entrepreneurial stream: for individuals who have graduated from a recognized education institution in New Brunswick and have acquired or set up a business in the province.
    2. Entrepreneurial Stream: This stream is applicable to individuals who plan to own and actively manage a business in New Brunswick.

This stream allows applicants to be selected based on the Province’s labour market and demographic needs using a federal express entry immigration selection system.

To be eligible under this stream, applicants must score a minimum 67 points out of 100 in the selection factors under the Federal Skilled Worker Class, together with additional criteria as specified by the New Brunswick provincial nominee program.

Candidates would be required to submit an expression of interest. The applicants who meet all the relevant eligibility criteria as well as the highest ranked among all applicants would be invited to apply for permanent residency.

The EOI profiles are assessed based on the following:

  • Highest score
  • Proof of prior training/ experience in a high priority sector as determined by the province
  • Ability to economically establish yourself in the province
  • Ability to contribute significantly to the New Brunswick labour market

Applicants who are nominated by the province would receive an additional 600 points towards their express entry comprehensive ranking score (CRS)

Eligibility requirements

  • Must be between the ages of 22 and 55
  • Must demonstrate a minimum language proficiency in English or French in one of the following language exams – IELTS, CELPIP or TEF, and must score a minimum of 7 on the Canadian Language Benchmark (CLB) on all language competencies (Reading, Writing, Listening and Speaking). *The test results cannot be more than two years old.
  • Must have a Canadian high school or post-secondary credential OR a foreign educational credential equivalent from a recognized institute.  For all foreign education credentials, an educational credential assessment (ECA) report needs to be issued by a relevant authority
    • If the applicant is looking for a provincial nomination under a regulated occupation in the province, then you would require a valid job offer from a New Brunswick employer.
  • Must demonstrate a minimum of 1 year of continuous skilled work experience (or the part time equivalent) in the applicant’s primary occupation. Only jobs in skill levels O, A or B of the 2011 NOC code are eligible. Work gained through self-employment or while studying is not counted (volunteer work, internships etc do not count)
  • Must sign and submit a “Commitment to live and work in New Brunswick” form
  • Have sufficient funds to settle themselves and any accompanying family members in the province.

Steps to apply

  1. Submit an Expression of Interest (EOI)
  2. The EOI’s will be assessed based on certain minimum eligibility criteria, including age, language, education, work experience, adaptability and sufficient funds
  3. If nominated, you would immediately receive 600 points under the Comprehensive Ranking System (CRS). If you get a high enough CRS score, the chances of receiving an Invitation to apply (ITA) for Canadian Permanent Residency is very high.
  4. If selected, applicants would be issued an invitation to apply (ITA) for provincial nomination from New Brunswick for permanent residency.
  5. Apply for permanent residence

This stream is for migrants who have received a full-time permanent job offer from a New Brunswick employer.

Eligibility requirements

  • Must be between 22 and 55 years of age
  • Demonstrate a sufficient level of English or French to be able to carry out the job duties. Proof of test results will need to be shown and submitted along with application. The following language exams can be taken – IELTS, CELPIP, and TEF.
    • Applicants who fall under the semi- and low-skilled occupations (NOC levels C and D) are required to undergo mandatory testing and achieve a minimum CLB score of 4 across all four categories of the language exam
  • Need to have the education qualifications, licenses and other certification (if needed) to successfully perform the job in New Brunswick
  • Received a full time, permanent job offer from a New Brunswick employer
    • The business should have been in operation in the province for a minimum of a year
    • Show proof of being interviewed and hired by the future employer
    • The job must fall under the NOC skill levels O, A or B, or C – Skill type 1,3,7,8,9, and Skill level D, 1,3,7,8, or 9.
    • Should show intention to settle and work in the province
  • Must score minimum of 50 points on a selection grid

Steps to apply

  1. Submit Application to the NBPNP: Must include original copy of the NBNP form, photocopy of IRCC forms, supporting documents and a non-refundable processing fee of $250.
  2. The NBPNP Issues Written Notification of Decision: If selected, the MBPNP will provide a written notification of the decisionand will mail the permanent residence application to the IRCC for processing
  3. Settle in New Brunswick and Inform the NBPNP: Once a PR visa is issued, the applicant needs to inform the NBPNP of their home address and phone number in New Brunswick within 30 days of landing in Canada

The Post Graduate Entrepreneurial stream is open for students who have graduated from a recognized University or Community College in New Brunswick.

Eligibility Requirements

  • Must be between the ages of 22-40 years
  • Demonstrate a minimum language proficiency of Canadian Language Benchmark (CLB) 7 in either English or French in all four language categories (Reading, Writing, Speaking and Listening)
  • Must score a minimum of 65 out of 100 points in the New Brunswick points assessment
  • Should have completed a minimum of two years full-time post-secondary degree or diploma (15 hours per week) from a recognized New Brunswick University or Community College.
  • Should have resided in New Brunswick for the duration of the academic program
  • Owned and operated a legitimate business (100% equity ownership) in New Brunswick for a minimum of a year.
  • Valid post-graduation work permit
  • Demonstrate the intention and ability to settle in the province

Steps to apply

  1. Submit an Expression of Interest (EOI) to the New Brunswick Department of Post-Secondary education, Training and Labour.
  2. The EOI’s will be assessed based on certain minimum eligibility criteria, including age, language, education, work experience, adaptability and economic benefit of the business to the province.
  3. If selected, applicants would be issued an invitation to apply (ITA) for provincial nomination from New Brunswick for permanent residency.

3. Business Applicants, b) Entrepreneurial Stream

This stream is applicable for foreign entrepreneurs who are interested in owning and actively managing a business which would help contribute to the New Brunswick economy.

Applicants would be required to submit an Expression of Interest (EOI) to the New Brunswick Department of Post Secondary Education, Training and Labour. The highest-ranking candidates will be issued an Invitation to apply for provincial nomination.

Eligibility Requirements

  • Between the ages of 22 and 55 years
  • Minimum two-year post-secondary education
  • Minimum language proficiency level of CLB 5 in either English or French on all components of the language exam
  • Demonstrate an interest to live and operate a business in New Brunswick
    • The applicant must be involved in the day to day management of the business
  • Submit a business plan to show how the province would benefit from the business (The plan needs to be approved by a government official)
  • A personal net worth of minimum $600,000 CAD, with $300,000 of that money unaffected by debt and other obligations
  • Have a minimum of three years in managing and owning a business or five years of experience in a senior business management role or more, and be responsible for supervising at least two employees
  • Demonstrate an intention to live permanently in the province while actively owning and managing a local business
  • Must present a business concept that shows the potential to provide significant economic benefits to the province
  • Score at least 65 points on New Brunswick's selection grid

Steps to apply

  1. Submit an Expression of Interest (EOI), to the immigrant authority in New Brunswick.
  2. If selected to apply, you will receive a nomination certificate.
  3. Once you receive a nomination, you should create an online Express Entry Profile
  4. Wait to be Invited to apply for Permanent residency.

When submitting an Expression of Interest, you would need to ensure you meet all the following criteria:

  1. Submission of an Express Entry profile, a valid Federal Express Entry Profile Number and job seeker validation code. This information needs to be included on the EOI form.
  2. The applicant should be living and working in New Brunswick at the time of the EOI submission; you would be required to provide a proof of employment letter from your current employer together with your EOI.
  3. The type of employment that you are seeking should fall under skill level O, A or B of the National Occupational Classification code and must be included on the EOI form.
  4. The applicant must show proof of language ability in either English or French language for one of the following language exams – IELTS, CELPIP or TEF, and the scores must be equivalent to CLB 7 in all 4 language competencies (Reading, Writing, Listening and Speaking). A PDF copy of the test results need to be included with the EOI submission.
  5. The applicant needs to include a valid Educational Credential Assessment (ECA), which indicates the minimum Education qualification that you have gained is equivalent to a minimum of a Canadian High School diploma or higher. A pdf copy of the ECA must be included with the EOI submission

Steps to apply – Alternative path

  1. First create an online Express Entry profile
  2. Submit an EOI. The benefit of this method is that you would be able to include a profile ID when submitting the EOI.
  3. If nominated, you would immediately receive 600 points under the Comprehensive Ranking System (CRS).
  4. If you get a high enough CRS score, the chances of receiving an Invitation to apply (ITA) for Canadian Permanent Residency is very high.
  5. Receive an Invitation to apply
  6. Apply for permanent residence
