Manitoba Invites Skilled Workers Through Strategic Recruitment Initiative

On April 3, 2025, the Manitoba Provincial Nominee Program (MPNP) invited more skilled foreign workers to apply for provincial nomination under its Skilled Worker Overseas stream.

The draw focused on candidates with professional experience in in-demand occupations, selected through Manitoba’s Strategic Recruitment Initiative—a program designed to help local employers fill urgent labour gaps.

A total of 4 Letters of Advice to Apply (LAAs) were issued in this draw, with the lowest-ranked candidate scoring 721. None of the invited candidates had an Express Entry profile or job seeker validation code.

About the Strategic Recruitment Initiative

The initiative supports Manitoba employers facing persistent labour shortages by enabling them to recruit qualified international talent. To qualify, candidates must:

  • Be aged 21–45 (exceptions may apply);
  • Hold relevant post-secondary education or on-the-job training (as required by the employer);
  • Have at least 2 years of full-time work experience in the past 5 years;
  • Demonstrate language proficiency of:
    • CLB 5 for TEER 0–3 occupations
    • CLB 4 for TEER 4–5 occupations

Candidates must also demonstrate a genuine intention to settle in Manitoba, with preference given to those planning to live outside the Winnipeg Metropolitan Region.
